Resolution on National Development Projects for the period 2007-2023

 

Resolution on National Development Projects for the period 2007-2023 (in continuation: Resolution), adopted by the Government of the Republic of Slovenia (in continuation: Government) on 12 October 2006, is of a key significance for faster economic impetus and realisation of economic development goals of Slovenia, since it includes large and concentrated planning of investments with multisectorial results.

 
The Resolution is based on the Slovenia's Development Strategy (in continuation: SRS). SRS, adopted by the Government on 23 June 2005, determines vision and goals of the country and represents a way to achieve national goals in a sustainable manner and within common European regulations, policies and strategies, in particular Lisbon Strategy. SRS answers the questions on how to ensure a faster economic development, increased employment and necessary social security, environmental improvement, nature protection and sustainable use of natural resources within the EU.

 
The Resolution contains key projects, whose implementation at the national and regional level will be focused on development initiatives and resources and thereby a development breakthrough of the country as a whole will be achieved. The purpose of the Resolution is to meet the objectives of SRS and DRP more quickly with clearly set priority development programmes of the country.

 
SRS, the key development document of the country, represents a conceptual framework for the country's development in the period of the next financial perspective of the EU 2007-2013. At the forefront of SRS is the comprehensive wellbeing of the citizens, therefore it does not focus only on economic issues, but also includes social, environmental, political, legal and cultural relations. In order to achieve the comprehensive wellbeing of the citizens, SRS determines five development priorities:

  1. Competitive economy and faster economic growth.
  2. Efficient creation, two-way flow and application of knowledge for economic development and high-quality jobs.
  3. Efficient and cheaper state.
  4. Contemporary social state and increased employment.
  5. Integration of measures to achieve sustainable development.

Development priorities of SRS are foundation for programmes and measures of the National Development Programme (in continuation: DRP), National Strategic Reference Framework (in continuation: NSRO) and related operational programmes (in continuation: OP). DRP represents a tool for SRS realisation concerning developmental investment programmes and projects, while NSRO and OP represent its subset, being of key significance to ensure strategic approach with clearly and consistently prepared programmes and instruments. DRP includes all developmental investment programmes and projects in Slovenia in the period 2007-2013, which will be financed or co-financed from the state and municipal budgets, while NSRO and OP include programmes and projects, which will be financed from the European budget and will fulfil measures of the new EU regulations in the area of cohesion policy for the period 2007-2013. Developmental investment priorities of the DRP are therefore the same as the presented five development priorities of

 
SRS, while the structure of operational programmes and their development priorities also considers logic and development priorities of cohesion policy and the EU in general. Beside these central strategic documents, a series of national programmes has been prepared in Slovenia, which constitute the basis of development policy of Slovenia for a specific economic or social activity or for a specific horizontal area and represent development frameworks of the country as a whole.

 

Modernisation of judicial system, e-justice, is a project within the third development priority of SRS: "Efficient and cheaper state administration". The goal of the project is to increase institutional competitiveness and efficiency of the state and to provide a better functioning of the judicial system. Activities for implementation of the project according to SRS are:

 
- to increase efficiency of the work in the courts, of the State Prosecutor and State Attorney's Office;

 

- to prepare a comprehensive programme of elimination of court backlogs in order to provide trial within a reasonable time, with a long-term goal to eliminate court backlogs completely;

 

- to aim at the complete computerisation of the courts (introduction of computerised registers, full use of electronic commerce  between clients and courts) in order to shorten duration of the procedures and to monitor efficiency, court backlogs and periods of limitation in a simple way.

On top
